Delft, November 5, 2025 – QuDef, a leader in quantum technology security, is proud to announce that it has recently been awarded a strategic project by the Office of Technology Assessment at the German Bundestag (TAB). This collaboration underscores QuDef’s role and expertise in addressing the security challenges posed by emerging quantum technologies and their implications for global stability.

The project addresses a critical question: How can quantum technologies be applied in military or dual-use applications, and what implications does this have for peace and security policy?

For this, QuDef will focus on the following three key objectives:

  • Identify Relevant Quantum Technologies
Analyse existing and emerging quantum technologies—such as quantum computing, communication, cryptography, and sensing—to determine which are most likely to be adapted for military or dual-use purposes.
  • Describe Novel Military Capabilities
Outline potential new or enhanced military capabilities enabled by quantum technologies, such as, but not limited to, quantum computers breaking encryption, secure communication via Quantum Key Distribution (QKD), and quantum sensors for precise navigation or submarine detection.
  • Discuss Implications for Peace and Security Policy
Examine how these advancements could influence international stability, including risks of an arms race, gaps in international law, and recommendations for regulatory measures and confidence-building initiatives.

Workshop in Delft: Bridging Perspectives on Quantum and Security

As part of the TAB project, QuDef recently hosted an expert workshop in Delft on the Military Applications of Quantum Technology and Their Implications for Peace and Security Policy.

The workshop brought together a diverse and interdisciplinary group of participants, including military professionals, policymakers, scientists, and technologists, to discuss the rapidly evolving quantum landscape and its potential impacts on security and stability.

Discussions were open and always constructive, reflecting a shared commitment to understanding both the opportunities and the risks of quantum technologies in a balanced manner.

“Quantum technologies are redefining the boundaries of security and innovation. This project with TAB is a vital step toward ensuring that Europe anticipates these changes and responds with foresight and responsibility,” said Michal Krelina, CTO at QuDef “Our mission is to help policymakers navigate this complex landscape and craft strategies that safeguard peace while embracing technological progress.”

The workshop gathered representatives from various research and academic institutes, think tanks, and defence organisations across Europe, including:

  • The Office of Technology Assessment at the German Bundestag (TAB)
  • European Commission
  • Military representatives from Germany, Austria and Poland
  • TU Darmstadt, TU Delft, TU Dortmund, Karlsruhe Institute of Technology, TU Chemnitz
  • SIPRI, Franhofer, and Global Quantum Intelligence

Importance for Germany and Europe.
Quantum technologies are not just scientific breakthroughs—they are strategic assets that shape the future of defence, diplomacy, and global security. For Germany and Europe, understanding these developments is essential to maintaining technological sovereignty, preventing destabilisation, and ensuring innovation aligns with democratic values and international law.
